Step-By-Step:

STEP 1 - Begin lying on your back, with your legs outstretched in front of you. Keep your thighs active, and flex through the balls of your feet. Bring your forearms and elbows up close to the sides of the torso and slide your hands, palms down, below your buttocks.

STEP 2 - Begin to engage the legs, zip the belly to the spine, and lift your upper torso and head away from the floor. Try to elevate the heart above everything else, and if there are no neck injuries, drop the head back.

Props & Modifications:

For supported fish pose, place a block underneath your upper back and back of head. For variations, bring the hands to prayer in front of the heart and try lifting both legs off the mat.
